(Nationally, during roughly the same
period, government data shows that
the uninsured percentage of the population dropped from 14. 4 percent to 9. 2
percent, reflecting a coverage expansion of 15 million people.)
The sources of coverage vary. “The
biggest driver of new coverage is Medicaid,” says Katherine Hempstead, director of the coverage team that tracks
health insurance expansion at the
Robert Wood Johnson Foundation. In
fact, about 80 percent of newly insured
adults in New Jersey are now covered
under the state’s expanded Medicaid
program. The rest of the newly insured
are people who, like Ochoa, bought
their insurance on the non-group exchanges, according to the government’s
March 2015 enrollment report.
Most exchange shoppers receive an
income-based tax credit, which can be
paid to an insurer in advance to lower
monthly premiums or appear as an
adjustment on federal tax returns. Nationally, about 85 percent of exchange
shoppers received such a credit. “New
Jersey is not notably different from the
national average,” says Hempstead. Of
all New Jerseyans aged 18 to 64 with
insurance, about 60 percent pay less
than $1,000 out of pocket annually, according to the Health Reform Monitoring Survey, a quarterly project of the
